Crow Introduces Bipartisan Legislation to Block Purchase of Russian Oil

October 27, 2026

AURORA — Congressman Jason Crow (D-CO), a former paratrooper and Army Ranger who serves on the House Armed Services Committee and House Permanent Select Committee on Intelligence, introduced bipartisan legislation to uphold longstanding sanctions that block the purchase of Russian diesel in the United States.

President Trump recently lifted sanctions on the delivery of Russian diesel, offering Vladimir Putin a financial lifeline as Russia continues to wage an unprovoked and illegal war of aggression against Ukraine. Crow’s Prohibit Corrupt Russia Oil Deals Act would block the Trump Administration’s deal with Vladimir Putin and force Trump Administration officials to crack down on our adversary Russia. It prevents the U.S. International Development Finance Corporation (DFC) from investing in Russian energy; nullifies general licenses recently issued by the U.S. Treasury Department's Office of Foreign Assets Control (OFAC) and prohibits the Office from granting future licenses; and mandates that the Trump Administration impose sanctions on Russian energy.

Joining Congressman Crow on this bill are Ranking Member of the House Foreign Affairs Committee Gregory Meeks (D-NY) and 17 bipartisan Members of Congress.

“The President’s failed trade policies and reckless war with Iran have raised prices. As his popularity plummets at home, he’s shamefully abandoning our allies and once again cozying up to dictators. We need to stand with the people of Ukraine as Russia continues its war of aggression, not fund Putin’s war machine that is killing civilians,” said Congressman Crow.

Congressman Crow has been a strong supporter of the Ukrainian people. Upon news of the Starshield disruption, he immediately pressed the Trump Administration for answers on who authorized the changes and what its impacts were and subsequently demanded SpaceX explain its own role in the disruption. He recently introduced a bill to protect Ukrainian nationals already in the U.S. against the threat of deportation by extending their Temporary Protected Status (TPS).

When Putin’s invasion began, Crow immediately called for the U.S. to send military and humanitarian support to Ukraine, for international sanctions against Russia, and for a stronger NATO alliance to meet these new security threats. Weeks later, as Ukrainians fled their homes, Congressman Crow and other members advocated for an expedited immigration status for Ukrainians fleeing to the U.S. Crow has visited Ukraine several times since Russia’s invasion.

The Congressman has been one of the earliest and strongest supporters of military, development, and humanitarian assistance for Ukraine. He voted for, and strongly advocated for, every supplemental package provided to Ukraine.
