Crow Introduces Bipartisan Legislative Package to Support Colorado Small Businesses

June 1, 2026

AURORA — Congressman Jason Crow (D-CO) has introduced a slate of bills to help small businesses in Colorado and across the country.

“Small businesses are job creators. But right now, small businesses are facing higher costs because of reckless tariffs and wars abroad,” said Congressman Crow. “I’m glad to be leading this new bipartisan effort to support small businesses in Colorado and across the country as they build, grow, and plan for the future.”

Crow has long been a champion for Colorado’s small businesses and entrepreneurs to start a business, create jobs, and bolster our economy, including through four years of service on the House Small Business Committee. Crow passed his bipartisan SBA Cyber Awareness Act into law to protect small businesses from cyber threats, and he led bipartisan legislation to combat labor shortages and improve businesses’ energy efficiency.

Bolstering innovation

Congressman Crow is introducing the Small Business Innovation Voucher Act, bipartisan legislation to establish an innovation voucher program at the Small Business Administration (SBA).

This legislation would allow small businesses to partner with institutions of higher learning or research labs for resources so that they can better compete for federal grant funding on research and development and the commercialization of new technologies.

Congressman Crow will be joined by Congressman Tim Burchett (R-TN) to introduce this legislation. This is bicameral legislation and was introduced in the Senate by Senator Catherine Cortez-Masto (D-NV) and Senator Todd Young (R-IN).

Increasing apprenticeships and on-the-job training

Congressman Crow is introducing the Small Business Workforce Pipeline Act, bipartisan legislation to help small businesses offer more apprenticeships and on-the-job training opportunities for their workers.

The legislation would empower Small Business Development Centers (SBDCs) to establish and improve their apprenticeship and job training programs for small businesses. SBDCs work with the Small Business Administration (SBA) to provide a suite of counseling and training services to small businesses.

Congressman Crow will be joined by Congresswoman Maria Salazar (R-FL) to introduce this legislation. This is bicameral legislation and was introduced in the Senate by Senator Jacky Rosen (D-NV) and John Curtis (R-UT).

Supporting contingency planning

Congressman Crow is introducing the Small Business Succession Planning Act. The bipartisan legislation would assist small business owners in creating a business succession plan that sets a process for continued leadership and operations in the event of an owner’s retirement, death, or other personnel changes.

This legislation would equip small businesses with the resources needed to keep workers on the payroll, provide services to other businesses, and continue investing in communities.

Congressman Crow will be joined by Congressman Andrew Garbarino (R-NY) to introduce this legislation.
